Torchic's Hidden Ability is better.
Torchic, by default, gets the Ability Blaze. But its HA is Speed Boost.
>At the end of each turn, Speed Boost raises the Speed stat of the Pokémon with this Ability by one stage.
This is the better Ability, as when it evolves into Blaziken, it has access to Swords Dance. This means that within two turns, Blazkien can have an x2 Speed and x3 Attack stat. This is why it was banned to Ubers by Smogon.
TL;DR - It's HA (Speed Boost) is better.
