How to find eevee in omega ruby?

How do I find an eevee in omega ruby? It says route 116 via the dexnav so does that mean I just have to wait around and hope to find one? Has anyone actually found one? And once I do can it evolve into umbreon and/or espeon? Thank you

Its a hidden Pokémon in route 116, after catching Groudon/Kyogre, head to that area and run around until you hear its cry on the dexnav and walk into the grass with the Eevee.

You should hear its cry, and then see what looks like a tail sticking out of a patch of grass. Approach it SLOWLY. For best results, repel is also recommended.
