Nope. The move was introduced in ORAS. Furthermore,

>All 719 species of Pokemon can be freely traded between Pokemon Omega Ruby, Alpha Sapphire, X, and Y immediately after obtaining a Pokedex and the Player Search System app. However, there are a few banned items and attacks that cannot be traded between the two sets of games:

>Cosplay Pikachu
Groudon or Smeargle with Precipice Blades
Kyogre or Smeargle with Origin Pulse
Rayquaza or Smeargle with Dragon Ascent
Pokemon holding items available only in Omega Ruby and Alpha Sapphire, including the items for the new Mega Evolutions / Primal Reversions

The move is actually non-existent prior to ORAS (as of today, of course, because an update might become available but this is highly unlikely with the soon release of SUN AND MOON :D)

719....  so there are 2 that can't be traded back then?  I assume 1 is Volcanion, but is the other Hoopa?
@PhailRaptor, nope, I have a Volcanion on my Y cartridge. Cosplay Pikachu and I believe Hoopa are the banned two. This makes sense since Cosplay Pikachu is an ORAS form..
Cosplay Pikachu is just a special individual Pikachu.  That doesn't remove regular Pikachus.  So what's the 1 other Pokemon?  Diancie?
