Okay, so I know this is a lot of options, but just finish it through for me.
Blizzard is your obvious choice of Ice STAB; it's powerful and has 100% accuracy in Snow.
Dazzling Gleam is a higher-power Fairy STAB, but Draining Kiss is a lower-power but recovery Fairy STAB. Both can be useful in certain situations.
Aurora Veil is the entire point of this set - it takes away damage.
The last slot is up to you; Protect can be used for scouting or stalling, Encore can be used to lock walls/set-up sweepers into one move for a few turns, and Calm Mind helps out if you plan on staying in the field. Again, all are useful in certain situations.
The item is also a choice - Focus Sash ensures that you're able to get Aurora Veil up, while Light Clay makes Aurora Veil longer.
Ability is obvious, and although Ninetales isn't the best Pokemon to use your Tera on, Tera Steel helps out with its weaknesses.
Finally, EVs and Nature. The first set - 252 HP / 4 SpA / 252 Spe leaves it pretty bulky, but it takes away SpD investment. (Which isn't necessarily needed with Aurora Veil.) The second set tanks a Life Orb Arcanine with ease:
252 SpA Life Orb Arcanine Flamethrower vs. 194 HP / 60 SpD Ninetales-Alola with an ally's Aurora Veil: 152-179 (45.3 - 53.4%) -- 34% chance to 2HKO
Max Spe with Timid on both for best chance of getting Aurora Veil off.
