If you breed one of your Japanese Pokemon with your English Ditto, you will activate the Masuda Method. This makes it six times more likely to get a shiny, slimming the chances from 1/4096 to 1/683! This is far from the guaranteed shiny as you had thought in the title, but it certainly improves your chances.
