How would it be in the game if the developers didn't program it?

If you mean to suggest it's a glitch, you can be quite certain it's not that, either. Otherwise, it wouldn't:

• have a real name,
• get its own explanation in the game,
• have consistent mechanics,
• have artwork and sprites made specifically for it,
• continue to exist game after game i.e. without a fix,
• appear in the anime,
• etc.

It's definitely an intentional mechanic.
