Do evasion moves used by wild Pokemon decrease catch rate?

If a wild Pokemon uses Double Team or Minimize for example, does it make it harder to catch?

The evasion rate (Japanese: 回避率 evasion rate), or evasiveness, of a Pokémon determines its probability of avoiding other Pokémon's moves.

Evasion doesn't determine catch rate, only what's stated above ^
