Can you trade with people without WiFi?

I kinda want to know because my 3DS can't connect to the internet and my friends has Pokemon as well.

YES. all 3DSs are capable of connecting without global internet via streetpass. For a long time I was unable to trade due to not having nintendo-capable wifi, but I was still able to trade and battle with my fiends via streetpass. in ORAS/XY use the passerby thing on P.S.S. and on USUM/SM use quick link.
