Dragonspiral Tower is only accessible in Black and White 2’s postgame. The easiest way to get there is to head west of Opelucid City to Route 9 and Tubeline Bridge, then clear Route 8 until you arrive in Icirrus City. From there, Dragonspiral Tower is to the north.
