You unlock them by getting the appropriate amount of Dream Points.
You get Windswept Sky after you obtain 2500 Dream Points.
You get Sparkling Sea after you obtain 5000 Dream Points.
Than Pleasant Forest is the default place you get already.
Than as you get more points, more Pokemon will be obtainable in those areas.
