Does Goodra's "Gooey" Reduce opponents speed if I contact them too?

I have never seen Goodra reduce another Pokémon's speed stat when they themselves contact an enemy Pokémon with Gooey. Does it only apply if the enemy contacts Goodra?

Gooey only applies when an opponent makes contact with the Gooey Pokémon.
