What is a good level to use a Fire Stone on my Vulpix?

I’m playing LeafGreen on my GameBoy Advance, and I’m planning on adding a Vulpix to my OU team, but not sure when I should evolve it for best results.

I used a ninetales and it sucks. Trash special movepool. Would not recommend

Evolve your Vulpix at level 29 so it can learn Flamethrower.
