Can Steel Roller be used infinitely with Sheer Force?

Question

So when I use steel roller the beneficial effect is to remove terrain so with sheer force I can spam powerful steel roller till terrain ends? Or is the effect of like neutral or negative?

My understanding of the move is that it's primary purpose is as a counter, to force the Terrain moves to end early.  Your opponent is making use of Grassy Terrain?  End it.  Psychic Terrain making any move/strategy with Priority fail?  End it.  Etc.

Steel Roller doesn't get a boost from Sheer Force. As a result, it removes the effect of any terrain active. So, I would consider this a negative effect because it prevents the move from being used again until terrain is set up.
