What is the earliest I can find a pp up in x?

So, for my x nuzlocke I have a steelix. It has gyro ball, and it's pp runs out super fast. I want to get a pp up but I don't know the earliest to find one. Thanks in advance!

You can find a PP Up if you do a level 7 Super Secret Training Regimen (source).

You can also get one via Loto ID Lottery (last two digits match, source).

One can also be found on Route 7 (source).
