so I want to hold off evolving my nincada at lvl. 20 so I can have it learn either metal claw or dig but i'm not sure if I do this if i'll loose my chance at getting shedinja when it evolves or not. does anybody know this for sure?

Yes, you can still get Shedinja no matter what level you evolve it at as long as it is at least Level 20 to 99 in any Gen besides 8. In Gen. 8, you can evolve it at Level 100. All you need is an empty spot in your party and a regular Pokéball, if you are playing Gen 4 onwards. In Gen. 3, an Extra Pokéball isn't required.

You can't get a Shedinja before level 20 or at level 100 before gen 8.
Correct answer, but you should tell you can get it at any level greater than 20.

It is considered a special evolution of Nincada, appearing only when Nincada evolves into Ninjask starting at level 20 upto level 99 before Gen. 8, as long as there is an extra space in the player's party and an extra Poké Ball in the player's bag. An extra Poké Ball is not necessary to obtain Shedinja in Generation III.

Hence, you can evolve Nincada after learning metal claw it or dig. You don't lose the chance, and you can evolve at any level greater than 20. Starting from Gen 4, you need a empty Poké ball but in Gen 3 you are fine without it.
