Can ultra Necrozma learn both Sunsteel Strike and Moongeist Beam at one time?

It can learn both of them, however it has to start as dawn wings to dusk manes. Does that means it can have only one of them at a time?

Yes, it can only learn one at a time.
Ultra Necrozma is basically either dusk or dawn form Necrozma with a Z-Crystal. Since Dusk Mane cannot learn Moongeist Beam and Dawn Wings cannot learn Sunsteel Strike, it is therefore impossible for any form of Necrozma to have both moves.
