So, I have been trying for a long time to capture regirock. I have burned up thousands of dollars in super/hyper potions trying to use a timer ball to capture him. I have tried chucking a bunch of ultra balls at him and it still it will not work. He always breaks out immediately. I want to save my master ball to capture latios and I am unsure what to do.

Here is my team...

Kyogre lvl: 47
Moves:
Body Slam
Calm Mind
Ice Beam
Hydro Pump

Graveler lvl: 36
Moves:
Magnitude
Rock Smash
Dig
Strength

Regice lvl: 40
Moves:
Icy Wind
Curse
Superpower
Ancient Power

Swellow lvl: 47

Aerial Ace
Wing Attack
Fly

Tenacool lvl: 26 (Just for the HM's. I don't use it to attack).
Moves:
Dive
Surf
Waterfall
Bubblebeam

Any help will be appreciated since I have been trying to do this since Saturday.

What you need is a False Swipe user. Also, so you don't have to keep buying new items, save before you battle Regirock and reset if you fail.

If you chose Treecko, you can teach Grovyle / Sceptile False Swipe. If not, you'll have to use a Nincada / Shedinja / Ninjask, but they're weak to Rock (I believe Regirock has Ancient Power and Rock Throw).

Once you get it down to 1 HP, start throwing Ultra Balls. When the time comes, use a Timer Ball (if it keeps breaking out, of course).

Wait, does the Treecko line get False Swipe in Gen 3? That would be news to me
According to Bulbapedia, Grovyle gets it at level 53 and Sceptile gets it at level 59.
Oh, hahahahaha! That's insane! I never leveled my Sceptile up that high in-game in Sapphire. That would be why I was never aware. I beat Steven before Sceptile ever got that high.
Yeah, lol, that's a bit of a high level for in game purposes.

Timer balls weren't introduced until gen 4.
That's incorrect, they were actually introduced in Gen 3.
I specifically recall being able to buy those in Ruby and Sapphire. Might've been Lilycove City?

I assume you must be weakening the thing before you try to catch it, right? If that's the case, there isn't anything you're doing wrong. The only thing you can do is keep attempting and just be patient. You're probably just unlucky. Some legendaries can take hours of effort if unlucky.

(also are you sure that's a Taillow and not a Swellow?)
