A couple times, I ran into Smeargles with Double Team (or minimize, I don't remember) and Spore. It made it annoying and hard to hit my foes, but just how viable are moves like minimize, Double Team, or other Evasion raising moves?

Not viable, especially on frailer pokemon. Sure, you may get some dodges, but eventually they will hit you. I use minimize on my baton pass smeargle, but it has to be passed. It more luck than anything, and is very unreliable, as well as taking luck to setup
I have only one question:


Why the heck did the Smeargle have Double-Team over Minimize
It might have been minimize, I don't remember.
Also, Smeargle did pass the stats.

Yeah, it requires luck, but more importantly its not viable, since:

  1. The addition of Heavy Duty Boots have made Lugia and Ho-Oh extremely splashable, due to which one of them is common on every team, and that has made Whirlwind superior over Haze, and they can spam it as much they want.
  2. Dynamax. Dynamaxed moves are guaranteed to hit except those two turn moves like fly, dig, etc., making evasiveness futile. Weren't there those Z-Moves? The problem was those moves could be used only once and thus can be easily evaded by Substitute, but Dynamax has three turns and Max Airstream can help outspeding them and beating.
  3. Taunt. Taunt users, especially leads such as Deoxys-S, Dual Screen Mewtwo which are early lead can easily beat them by Taunt.

So for these reason, evasiveness is basically futile and hence not be taken as a huge concern due to people ready for it (at high ladder).
