The combination of Grassy Surge and Grassy Glide was the thing that propelled Rillaboom to OU, so no, not really. With Grassy Surge, it gets +1 BP 70 STAB and Terrain boosted Grassy Glides, which can do an obscene amount of damage, especially if you use a Swords Dance first. It also gets a wide range of coverage, like Drain Punch, High Horsepower, and Knock Off. You can also give it a Grassy Seed for a Defense boost and Acrobatics boost if you so choose, though this is slightly unorthodox.
Before its HA was released, Rillaboom was far down in the lower tiers. While it did perform fairly well, it's just so much better now due to Grassy Surge.
