I remember from my Sapphire playthrough that my Hariyama used Fake Out on a rough skin Sharpedo, and didn't receive any damage, instead Vital Throw hit it and received damage. But how?

In competitive (Gen-8 National Dex), M-Loppunny used Fake Out on Garchomp, and received damage... I am confused. Pls help. Thank you in advance.

In Generation III only, this move will not trigger effects involving contact.

It's a contact move but for some reason doesn't get affected by contact stuff. If that even makes any logical sense anyway

Yes but in later gens doesn't fake out make contact? I mean I remember using my Garchomp to just eat fake outs so I can spread passive damage
Yes it makes contact after gen 3. The page says fake out simply does not make contact in gen 3.
