In Pokemon Red Version, my Pikachu never said it is trying to learn Thunderbolt it is level 32.

I realize that Pikachu is "supposed" to learn Thunderbolt at level 26, but the game never gave me an option to learn it.

In Red and Blue, Pikachu does not learn Thunderbolt by level up. The only way to get your Pikachu to learn Thunderbolt is to give it the TM Thunderbolt. Yellow version was the first version in which Pikachu could learn Thunderbolt from Level up.
