Is a move as a pokemons signature move stronger than when another pokemon learns it?

Like lucarios aura sphere being stronger than mews aura sphere.

No. The moves have their base damage and fit into the damage calculator. For example, A leaf blade from sceptile won't be stronger because it was his signature move. It will gain STAB however. Lucario's Aura Sphere won't get a boost from it being his signature move over Mew, but like sceptile and Leaf Blade, it will gain STAB.
