The effect wears off if they switch, so it can still miss.

This is why you use a move to prevent escape such as Decidueye with it's signature move. Or a Zygarde with Thousand Waves. Idk why so many people prefer Thousand arrows sure it's ability is suppressed meaning it can't be used but they can always switch out and thus have their ability work once they bring it back in which is a reason why you use thousand waves before thousand arrows.
