How to reset EVs in Pokemon Black/White ?

Since EV reducing berries are currently unobtainable in the 5th gen, there is no legal way to reset EVs. You could ask a hacker to give you some, though.

I also searched on Serebii, and didn't find the locations for EV reducing berries.

In Black 2 and White 2, a Pokémon Breeder on Route 5 sells you 5 EV berries, and you can also get them on Join Avenue I think. Idk about Black/White tho
