Other second or third-stage Pokemon in this site's Pokedex who have moves registered as being learned at Level 1 have them appear in the Moves Learned on Evolving section. However Wailord, who has quite a few such moves, doesn't have that section. I believe it still works like this, but without the proof I'm driving myself mad trying to make sure!
Also, if it does work like that it should be just as easy to breed a Lanturn with a Soak & Thunderbolt set from Wailord as it is to do it with a Seaking. Which I would also like to know for sure.

Wailord does not learn any moves by evolution.

Edit: Wailord can easily be taught Soak by the move reminder (Soak being a level 1 move) in Gen 7 at the cost of a heart scale and in Gen 8 for free.

But, Wailmer does get Soak as an egg move. Also, Wailord gets it as a Level 1 move. So, you can just go to the Move Reminder and teach it Soak in Gens 7 and 8.

EDIT: @Dreamer, I don't think you are required to use a heart scale to reteach moves in Gen 8.
My mistake; it was a staple of the older generations I'm used to. I'll edit my answer in a minute.
