I’m surprised serebii still hasn’t put up a list yet so I just want to know what I can get from mass outbreaks in these games

I believe its every Pokemon that spawns as an overworld encounter, but I might be incorrect

I believe every Pokemon that can spawn as a random roamer can have a Mass Outbreak. The game selects a random set of Pokemon to have Mass Outbreaks each day, so you might not be see a specific Pokemon have an outbreak for a couple of days.

Late comment, but I wanted to say I don't think this is true. I don't remember where, but I remember seeing or hearing that for Paldea, there's a certain radius for where outbreaks can appear, and certain water types like the Finneon line, Bruxish, and Pelipper spawn outside of that radius, which is why you never see outbreaks for them in Paldea. The Finneon line and Bruxish now have outbreaks in the DLC, but not Pelipper. I believe East Sea also spawns very scarcely on a small strip of beach, but I don't know if that's outside the radius or not.
Additionally, flower patch spawns are weird with outbreaks. I think a couple of the outbreaks near the Team Star fairy base are flower patch outbreaks, like Florges, but I don't know if smaller flower patches can get functioning outbreaks. This is important because I played the base version Scarlet a while back and got a Combee outbreak in a flower patch, but it never triggered and started spawning anything. Several Pokemon in Paldea only spawn in flower patches, being flabebe (maybe the entire line), Spewpa (maybe Vivillon but that spawns near the team Star base), Pom Pom Oricorio, Sunkern (again, maybe Sunflora, but that's near the Team Star base), and Dolliv. Flabebe has had an outbreak event before, but excluding that, I don't know if the flower patches these mons spawn in are so small an outbreak will never land on them, or if it is possible. And if it's possible, I don't know if those outbreaks would be functional. Additionally, I forgot if Dolliv spawns elsewhere, but it spawns in patches on an island that I believe is outside the radius for Paldea.
Ditto and Zorua (don't know about Zoroark) had outbreak icons in the base version of the game, but the outbreaks themselves were never functional, so Ditto and the Zorua line don't have outbreaks.
It's possible that there will be more events outbreaks in the future featuring some of these Pokemon, but for now, I think it's safe to assume not every Pokemon that spawns in the wild has an outbreak.

In terms of a list, both Bulbapedia and Serebii have the same list I believe, but the list has some flaws, listing some static encounters like Cacturne, Hippowdon, and Arctibax as able to have outbreaks, and I STILL haven't seen a Kantonian Muk in the wild. So the validity of those lists is rather iffy for me.
