why did my shinx not learn spark?

My shinx dosent have any electric attacks so I looked on this website and by now it should have learned spark. why dident it? or is there just something wrong with my game >.<

Either your Game is Glitched, Or you were reading the wrong generation, so here is a clarification for you.

Diamond and Pearl - Level 17

Platinum - Level 17

Heart Gold and Soul Silver - Level 17

Black and White - Level 13

So there was a good chance you were reading the level for Black and White.

If not, Your game is most like glitched.
