How do I get the "The Great" title?

It's given to Pokemon that are the biggest size they possibly can be. To quote Serebii:

In Mesagoza, speak to a person with Pachirisu near flower beds in west. Given to Pokémon with maximum size values

Thus, as you can't change a Pokemon's size, you can't get it on just any Pokemon.
