Do I need to complete Perrin's storyline in order to access the Area Zero Epilogue?

I got the Mystery gift item and was trying to look for where the event may start, but then I realized that it might not have appeared because I haven't done Perrin's Indigo Disk yet. Is that why I can't find it?

No.

I haven't done any of Perrin's quests and I could still start the Epilogue. Just interact with the doll at the store in Kitakami.
