I just got a Shiny Toddle which I will evolve into Cetitan. However, Belly Drum is an egg move, so I want to know if and how my Shiny Toddle could learn Belly Drum.

Essentially, can preexisting mons learn their line's egg moves?

In Pokémon Scarlet and Violet, if the player has a picnic with one Pokémon that holds a Mirror Herb and has an empty move slot, and another Pokémon that knows a move the first Pokémon can learn as an Egg Move, after the picnic the first Pokémon will learn that Egg Move, even if there is no matching Egg Group. This does not consume the Mirror Herb.

Yes, your Cetoddle can. Just give it a Mirror Herb and make sure that it has an empty move-slot. Have it and another Pokémon who knows Belly Drum (it doesn't have to be from the same Egg Group) be the ONLY ones in a picnic together. After a few seconds, exit the picnic and check Cetoddles moves. It should have Belly Drum.

This also applies to other pre-existing mons. I did so with an Oshawott and a Chien Pao who knows Sacred Sword.
Also, with Eevee and a mon who knows Double Kick.
