Can you get Urshifu (Both forms) in scarlet and violet?

Kind of. You can get Kubfu in the Indigo Disk DLC, but only one. To get the Scroll of Darkness or Scroll of Waters, you must go to Porto Marinada and they be available for auctions occasionally. If you want to get both forms, trade for another Kubfu or transfer it from Sword/Shield.

Or you could just make another file and transfer through Home. More time consuming, yes, but more cost efficient if you don't have SWSH or the SWSH DLC.

No, you get only one Kubfu. But, you can get both scrolls to evolve it. If you want to have both forms of Urshifu, trade for one or transfer one from the Isle of Armor DLC in Sword/Shield to Scarlet/Violet.
