Is Bellibolt's ability effectively exactly the same as the 'charge' move just as an ability instead?

Does the passive last until your next attack like the charge move and does it stack with the passive ability?

The difference is that Charge, the move, also has the effect of raising Special Defense; Electromorphosis doesn't. Otherwise both set the same flag; they're not cumulative with each other nor will multiple hits into Electromorphosis give a bigger boost.
