No, you cannot obtain Tera Stellar Pokemon without the Indigo Disk DLC. This Bulbapedia article lists all possible methods of obtaining Stellar tera shards; however, they are all locked behind the DLC.

• The Area Zero Underdepths are only accessible with the DLC.
• Both the Polar Biome and the Terrarium Core are both in the Terrarium, in the DLC.
• The item printer is only unlockable in the DLC's league club room.
• Wild Stellar-type Pokemon are only available after the defeat of Terapagos, also locked behind the DLC.
