Is there any way to lower high level spawns in Black & White 1?

Hello! I'm a big time shiny hunter, but, up until now, the only shiny hunts I've done in pre-gen 6 games have been soft resets.

Right now, I am random encountering for Munna in White 1. I'm fully aware that Munna spawns less than the other two spawns (in the main grass, not the doubles grass), but I feel I could help that by lowering the levels of what spawns, like a reverse repel trick. I'm unsure of any way to do so. Is there even a way?

although there is no way to force lower leveled Pokemon, there are ways to increase the rate of encounters.
Munna has a 20% odd, so that’s not too bad. You should be able to hunt munna with only a few phases.
There’s also the Masuda Method, which would likely be faster of a method for you.

No. There isn't a method for forcing encounters on low level Pokemon.
Closest method is using an out of battle ability (static, magnet pull, etc) but there isn't one for psychic types, and all non-type specific abilities either lower encounter odds overall or only work for higher levels.
