Why some Pokemon learn moves in level 1 but can't be found or breed in level 1?

Question

I'm gonna use a gallade in my Platinum run, and while looking at its moveset, I noticed that it learns leaf blade and night slash at the level 1, and it interested me. However, I have no idea how can I get gallade to learn those moves, since I can't hatch one from an egg, breed a ralts and evolve it to gallade while still in level 1 or catch one in the wild. Is there a solution for this?

you’re meant to use the move relearner.

Most of the time, they are given to evolved Pokemon. While you cannot find a Gallade at level 1, those moves are given to him so that he can relearn them later. Use any move relearner to give Gallade the moveset you want.
