All three of Raikou, Suicune and Entei can be obtained in Pokemon Colosseum with random IVs. Your best bet is play Colosseum, catch them and reset for good IVs. You can an use an IV calculator to determine whether you have good IVs. They can also be found in Fire Red but apparently those are bugged to always have poor IVs.
