What the heck is going on with Low Kick?

Question

So let's get this out the way - Low Kick fails to hit Gigantamax and Dynamax Pokemon, and with it's description - "the Heavier the target, the greater the move" - Which also makes sense.

So here's the scenario: I was in a Tera Raid battle with a Fairy Tera - Farigiraf, with a team of Pokemon deadly effective to Fairy type - Eternatus, Metagross (Or Cheeseburger), Dralgage, and Iron Tusk - All shiny.
And my Metagross has Clear body while holding Assault Vest

So when the Farigiraf uses Low Kick...it failed? I understand if the attack is avoided and or it has no effect to ghost type, (Excluding Scrappy and Mind's eye or Odor Sleuth - I know it's not in the SV game, just throwing it out there) and of course it's not dynamax, or Gigantamaxed,
What the heck happened here?

I don't have too much experience with Tera Raid mechanics, but it might just be Tera Raid jank.
