The Pokemon you cannot obtain in GTS Negotiations are as followed:

• Legendary Pokemon
• Event Pokemon
• Pokemon holding the Classic or Premier Ribbons

That is it. The last two I have said are almost the same.

Actually, you can get legendary pokemon through GTS Negotiations
