Are abilities or items higher priority in battle?

Question

I mean this by, if one Pokemon is using an item that does the same thing as an ability, what would happen, which would go first? I know sturdy goes first when focus sash is brought up, but I’m not sure this carries over to all items and abilities. If a Pokemon has inner focus and covert cloak, which ones does the game register first?

the quick claw is the fastest item after that it depends on the moves priority and how that is effected by the pokemons ability for example the quick claw will go before a pokemon with prankster using a status move, or a talonflame using a flying type move with full HP and the ability galewings
