The pointy cheekbones on the side of a Relicanth's face are shorter on a female and longer on a male. This difference wasn't added until Gen 4 and may be hard to notice in the older sprites or on small screens, especially since female Relicanth are uncommon. It is purely cosmetic and the two genders have no differences in battle properties.
