As long as they are opposite at gender and first evolution stage? But 2nd evolution and 3rd can't?
Nidoran♂, Nidorino, Nidoking, and Nidoran♀ can all breed as they are in the Field and Monster Egg Groups. Nidorina and Nidoqueen cannot breed as they are in the Undiscovered Egg Group.

As long there is any Nidoran Female and any Pokemon from the Nidoran Male line, they can breed. Nidorina and Nidoqueen cannot breed due to being in the Undiscovered egg group and any Pokemon in that group cannot breed. Pokemon most likely did this intentionally because they are still in that egg group.
