Overall simple set. Dragon Dance up once to outspeed the 130 speed gang (there are many of them). In case an enemy is scarfed just DD twice. Arceus has good natural bulk, which allows it to survive most neutral moves. Earthquake is STAB and Stone Egde covers Flying types such as Ho-Oh. Taunt prevents you from being hit by a status inflicting move, mainly Will-O-Wisp, but Recover is an alternative for more longevity (a more defensive EV spread would probably be better with it).
