If I hatch an egg and its a shiny pokemon, will it still be shiny if I restart over it and hatch it again?

The Ivs, Nature, and Ability are decided upon receiving the Egg. So if you restart to the point after you received the egg then yes. If it is before you received it then No.

no it wont i tried with my charizard it came out a regular charmander

If it was shiny you made a terrible mistake by restarting so that it wouldnt be shiny... :(

An Egg's shininess is determined the moment you receive it. If you receive an Egg, save, and hatch a shiny, then you can reset again and again and the Pokemon inside the Egg will always be shiny.
