What is the Relocator and how do I use it?

I have the Relocator on my Pokemon White version. When I try to use it, it tells me to put certain games in another DS. I got another DS and Pokemon Platinum, but the Relocator doesn't show up on the other. I have completed Platinum's storyline. Do I need to get the Relocator on my Platinum version? I don't know what to do.

The Relocator is used on all the Gen IV games. (Diamond, Pearl, Platinum, HeartGold, SoulSilver)

It is used to transfer some distributed Pokemon to Black and White, where they unlock new events. These Pokemon, along with the events they activate, are:

• Celebi: Lets you obtain Zorua in Castelia City.
• Shiny Raikou, Entei, or Suicune: Lets you catch Zoroark in Lostlorn Forest.
• Lock Capsule (Unreleased): Lets you obtain TM95 Snarl in Castelia City.

The reason why it doesn't show up is because for Platinum, instead of going to the game itself, you need to select DS Download Play.
