I need a Pokemon that has these requirements.

Well, to just spit-ball an idea, you could always use a Smeargle.

Since you said I can use Smogon Tiers, The Pokemon I suggest is:

Mew

Mew is in the UU Tier on Smogon Tiers, which can be used in BL which is great. It has 100 Base Attack and Speed which is nice and pretty high. Mew sports the 2nd best Movepool in the Game, so it can pose as a Lead of sorts. It learns Stealth Rock and Taunt to make for an excellent Lead. It can start a Sweep with its nice Offensive Moves, and can Baton Pass Swords Dance/Nasty Plot boosts to other Teammates. This is my suggestion :)

Another suggestion I have is my Friend:

Flygon Boasts 100 Base Attack and Speed. It can scout foes with U-Turn which causes massive Damage with a Choice Band equipped. It has nice STAB, and nice Attacking Moves, but that is about it. No Stealth Rock or Spikes to boast sadly :(

Reasonable lead, and has a great movepool with moves like Aura Sphere(STAB), Extreme Speed (Priority), Psychic and Aura Sphere(100% Accuracy, STAB) 110 base Attack, 90 base Speed. Check his link to see for yourself. :)
