Can you trade pokemon from a generation above it below it?

Question

Let's say I have a ralts in Ruby/Saphire/Emerald and I want to put it in Gold/Silver/Crystal version. Would that work?

       Basicly Gen 3 to Gen 2

There is 1 way. Trading a Pokemon from G/S/C to R/B/Y.

No because gen 3 came after gen 2 so gen 3 didn't exist in jhoto it's like trading a Pokemon off white to pearl it can't be done because gen 5 didn't exist in gen 4
Obviously there are ways to bring them together such poketransfer from gen 4 games
Or migrate gba Pokemon to gen4
