on buldpedie they say salamence an't learn outrage by lv up
you can learn him outrage by tm but you can't find tm outrage in white or black

how does salamence learn outrage

This calls for a more specific answer.

When it says it learns it by a tutor, it means by the people at the Battle Frontier in HG/SS (48 BP), and in PT's case, it learns it by one of the tutors in the houses that will teach them those moves for shards. For Outrage in PT, you need to go to the Survival area, I think. To get there, Rock Climb on the rocky wall on the Northwestern-Most corner of Route 226. This house trades Red Shards.
