Why can't I get people to move into my White Forest in Pokemon White?

Question

Okay, so I found out that there was no people in my forest, so I went to my little bro's black city to invite people over so I can catch some Pokemon, but then when I talked to all of the people, they wouldn't go to my white forest. What's going on!? Is my game messed up!? Please someone just tell me what to do! :(
