How can I get Mean Look to prevent the legendary birds from escaping?

on my platinum i'm trying to get the legendary birds, i try to stop them with my gengar with mean look but they always run away before i could use it, so how can i get my mean look to work

I would Just EV train:)

If you would like to see other Pokemon That could learn Mean-Look

Gengar has to be faster than them. Try using a faster Pokemon, or training in Speed EVs. Crobat is fast and can use Mean Look, give him a try.
