How can i raise Feeba's beauty in pokemon black?

Please i dont know i have the prism scale and i have a feebas but i dont know how to raise its beauty to it to evolve to milotic

If you are looking to evolve it you don't need happiness you need to trade with a prism scale.

As SuperGengarMan said, just trade it when it's holding a Prism Scale. It will evolve right away, and you can trade back to get your Milotic.
